Express Scripts: Blue Cross Blue Shield of Louisiana Member Copayment Alert During Flood Emergency

Effective: August 15, 2016

On August 15, Blue Cross Blue Shield of Louisiana initiated Emergency Refill Too Soon (RTS) Override procedures for Medicare, Commercial and Exchange members affected by flooding in the state. Pharmacies were instructed that if a member from the disaster area attempts to fill a prescription for lost or damaged medication, and the claim rejects with NCPDP reject 79 "Refill Too Soon," the pharmacist should enter override code 91100000001 in NCPDP vD.0 field 462-EV "Prior Auth Number Submitted". As details of this disaster continue to unfold, Express Scripts is further alerting network pharmacies on behalf of BCBSLA that our contract language governing member copayments will not prevent pharmacists from working with patients to defer the payment of copays, or if deemed appropriate by the pharmacy, waiving copays during this emergency. Please use your professional judgment to serve members impacted by this disaster.
